• That some action will be taken at once to force the Arkansaw Water Company to furnish sufficient pressure in the water mains in Little Rock to provide adequate protection to property owners against loss by fire was decided at a joint meeting of a committee composed of Mayor Taylor, City Attorney Mehaffy, the Committees on Fire Department and Public Utilities and Arkansaw Water Company, which was represented by Superintendent G. M. Gadsby, in the mayor's office yesterday morning. A few hours previous to yesterday afternoon's destructive fire, Mayor Taylor had instructed Chief Hafer to have the pumping engines answer every alarm, and but for this order, the fire would have eaten its way to the very heart of the business section of Little Rock.

• The public will get its initial look today at Arkansas' first Horizon Home, which its creators hope will inaugurate a new era in home design. It is described as an all-concrete structure. Mayor Byron Morse will snip the ribbon at the Horizon Home at 7012 Shamrock Drive at 2 p.m. Structurally, the model home is the darling of the concrete industry. Builder J. L. Gibson chose pink concrete split block for its exterior and used concrete for the floors. The home was designed by F. Eugene Withrow and is the only Arkansas entry in a national contest for builders sponsored by several national concrete associations.

PINE BLUFF -- An accidentally ignited smoke grenade Tuesday caused a fire and explosion at the Pine Bluff Arsenal for the second time in five days. Dewey Spencer, arsenal spokesman, said an employee, Rickey Myers, complained of ringing ears after the 11 a.m. incident and was taken to the arsenal clinic. The smoke grenade that caused Tuesday's fires was one of a group exposed to a fire Thursday, Spencer said.

• A second attempt to incorporate the Saline County community of East End has failed. John Hern, head of the Committee to Incorporate, said Friday that his petition fell short by about half of the 900 signatures needed to make East End a city. The latest effort -- the last of which failed nearly a decade ago -- would have created a city of nearly 4,000 residents, about the size of Dardenelle in Yell County. Incorporation also would have created Saline County's third-biggest city behind Benton and Bryant.
