Lawmakers convened Monday at the Old State House building and state Capitol for the first day of the second special session of the 89th General Assembly.

The House of Representatives was called to order at 4 p.m. by Speaker Davy Carter in the Old State House building, and after a prayer and the Pledge of Allegiance, roll was called the “old-fashioned” way.

Five bills were presented to the House in the special session.

House Bills 1001 and 1002 were passed unanimously and will suspend section 18.7 of the joint rules of the Senate and the House. The bill reads that “the schedule reflecting the allocation of funds in the Revenue Stabilization Law for the next fiscal year shall be submitted to each body of the Arkansas General Assembly at least three days prior to the day at which the same is to be considered for final passage.”

House Bills 1003, which addresses the eligibility requirements for participation in state and public school life insurance, and 1004, which declares an emergency, were passed on to the House Insurance and Commerce Committee.

House Bill 1005, which would restrict the use of electronic games by the Arkansas Scholarship Lottery, was referred to the House Committee on Rules.

The Joint Budget Committee met at 5 p.m. at the Multiple Activities Complex of the state Capitol, where considerations for House Bills 1001 and 1002 were introduced.

While amendments to House Bill 1001 passed through the committee, considerations for 1002 were not approved. If it was approved, amendments to House Bill 1002 would have transferred surplus funds to the General Revenue Funds Account of the State Apportionment Fund.
