Edwin Edwards, the 86-year-old former fourterm Louisiana governor who completed an eightyear prison term for racketeering and extortion in 2011, announced in Baton Rouge that he was running for Congress as a Democrat in the 6th Congressional District, which is represented by Bill Cassidy, a Republican running for the Senate against the Democratic incumbent, Mary Landrieu.
