Gov. Mike Beebe has announced his intent to grant 15 pardons.

Beebe's office said Thursday that the 15 have completed all jail time and all parole-and-probationary requirements and paid all fines. There is a 30-day waiting period for public comment before final action is taken.

The 15 include Kevia Bolden of Memphis; Raymond Bowden of North Little Rock; David Cossey of Bigelow; Mickey Green and Paula Berry Green, both of Spiro, Okla.; Toby Lane of DeWitt; William McWhorter of Texarkana; and Richard Middleton of Scott.

The others are Nicki Morris of Jacksonville; Jackie Newborn of Bryant; Jeremy Oliver of Texarkana; Mynor Ramos of Pocola, Okla.; Charles Siedle of Horseshoe Bend; Michael Sykes of Zephyrhills, Fla.; and Randy King, who was convicted in Dallas, Jefferson and Grant counties.
