• Ten new and up-to-date mail boxes have been placed on Main street during the past few days, replacing the old boxes, which were too small, to accommodate the mailing of letters in the downtown district. The new boxes are much larger and afford much better service. The boxes that were replaced by the new style boxes will be installed in the resident district.

• The "Who's Happy?" signs which have cropped up on vacant lots, sidewalks and in newspaper advertisements are no longer a big mystery. Happy is "Mr. Happy Fixit," the Little Rock Housing Authority's symbol, soon to be seen throughout the city where neighborhood rehabilitation and conservation projects are under way. Mr. Happy is a cardboard caricature of a typical homeowner clad in carpenter's overalls, laden with tools and building materials, appearing eager to tackle the job of repairing his house. Housing Director Dowell Naylor Jr. announced the Mr. Happy Fixit campaign Friday. The symbol is to make residents more conscious to the fact that "prevention is the best cure for blight." When officials of the Housing Authority call on a homeowner but find he is not home, a door hanger of Mr. Happy will be left to let the owner know Mr. Happy Fixit was there.

ATKINS -- Picklefest may be a goner in this tiny town off Interstate 40, but the hundreds who strolled down its main drag Saturday will likely be back next year -- they just need a new reason to celebrate. Out with the juicy green produce. In with ... friends, fun, the city of Atkins? Organizers took in several ideas while marking the final Picklefest. "Atkinsfest and Funfest have been popular," said Scottie Martin, a member of People for a Better Atkins, the organizing group for the festival. The town is renaming the event because the former owner of the defunct Atkins pickle factory decided the company will no longer provide pickles for the festival.
