According to an arrest report, Deputy Kristian Frasser responded to a report of a suspicious vehicle at 8519 Batesville Pike in a rural area about 2 miles west of Little Rock Air Force Base at 1:17 a.m. Monday. Frasser saw a blue Pontiac Firebird idling in a driveway and heard "distinct rustling noises" in the nearby woods when he exited his patrol car, according to the report.

Frasser gave several oral commands outside the vehicle, the windows of which were fogged over, according to the report. When Frasser opened the driver's door, Robert Tyler Conrad, 22, looked at him from the driver's seat and then began slowly reaching for the steering wheel. Ignoring further commands, Conrad shifted the vehicle's transmission into drive, after which Frasser drew his Taser and used it on Conrad.

Conrad then complied with Frasser's commands, getting out of the vehicle and lying on the ground, according to the report. Conrad explained that he was just "driving around" and had had "about five beers" earlier in the evening. Frasser conducted a field sobriety test, which showed a 0.125 blood alcohol level. Drivers with a blood alcohol level of 0.08 and above are considered too impaired to drive legally.

Conrad was charged with resisting arrest and driving while under the influence. He received a citation at the Pulaski County jail and was released and given a Dec. 9 court date.
