WARREN -- Two prisoners broke out of the county jail last night. Jim Givens was working out a fine of $100 for selling liquor without license and was also charged with assault with intent to kill. A reward of $50 is offered for his capture by Sheriff Colvin. The other was Carl Harcrow, who was paying out a fine for carrying a pistol and had only a few days more to serve.

• The Little Rock District of the U.S. Army Engineers has asked for bids for furnishing the lock operating machinery for Locks and Dams Nos. 4, 5, 6 and 7 on the Arkansas River. Bids for furnishing the machinery will be received about Jan. 19, 1965. The cost is estimated at $800,000.

• A 9.5 mill property tax increase could be necessary to pay for the Little Rock School District's proposed desegregation plan, Superintendent Ruth Steele told the school board Tuesday. Some board members expressed immediate skepticism that the voters would approve that much. "I don't think there's a prayer for a 9.5 mill increase," H. M. "Mac" Faulkner said. "That's asking people to trust you -- 'Give us the money, and we'll really perform for you.'"

• Construction has yet to begin on the $11.4 million pedestrian and bicycle bridge over Murray Lock and Dam, but the project already has unearthed some history and unease. The history is in the discovery of a cemetery on the south side of the Arkansas River that dates to the early part of the last century and casts light on a small black community that once called the river area home. The unease can be found among anglers who fear the project will block access to their prime fishing hole at Cook's Landing on the river's north bank -- a place they call an underappreciated tourist attraction. Government officials have taken care to protect the cemetery, a plot unnoticed by the thousands who have walked, run and pedaled by it over the years. Now officials are trying to mollify the anglers. A public meeting is scheduled for 7:30 a.m. Wednesday in the pavilion at Cook's Landing. Officials say it could take two years to finish the bridge, which will link 14 miles of pedestrian and bicycle trails on each side of the river, adding what civic leaders believe will be another reason to visit the Little Rock area.
