The victim, identified as 42-year-old Cedric Cooper, described the purported shooter and his vehicle to North Little Rock Police Department dispatchers while officers were en route to the scene, Helton said.

Police spotted a vehicle with a male driver that matched Cooper's description at 18th Street and Percy Machin Drive, but the driver fled in the vehicle when officers tried to approach him.

The driver, later identified as Glenn McClinton, 36, of Little Rock, tossed a 9mm pistol and a box of ammunition out of his vehicle during the pursuit and eventually stopped his vehicle at 5400 Northshore Drive, where he was taken into custody by police, Helton said.

McClinton was charged with first-degree battery, possession of a firearm by certain persons and fleeing. He is being held in lieu of $35,000 bond at the Pulaski County jail.
