Pulaski County jail deputy resigns after arrest

A Pulaski County jail deputy resigned Thursday after being arrested Wednesday for purportedly allowing an inmate to be attacked by other inmates.

Robert Phillips, 27, of Little Rock, submitted a letter of resignation form he filled out by hand that said he "respectfully" resigns his position effective Thursday.

Deputies arrested Philips at the jail Wednesday on two counts of misdemeanor abuse of office, Pulaski County sheriff's office spokesman Capt. Minden said.

An investigation revealed that Phillips did not follow proper jail protocols in stopping and reporting two different attacks of one inmate by two other inmates, Minden said.

Inmates Charles McDowell, 23, and Charles Gregory, 22, were charged with third-degree battery for attacking another inmate, according to Pulaski County jail arrest records.

The arrest records list Andrew Cash as the complainant, who is also listed on the Pulaski County sheriff's office inmate roster.

Phillips posted bond and was released from jail Wednesday afternoon, Minden said.
