Obama to unveil stricter emissions limits

President Barack Obama is set Monday afternoon to announce even steeper cuts on greenhouse gas emissions from U.S. power plants than previously expected.

A year after proposing unprecedented carbon dioxide limits, Obama is poised to finalize the rule at a White House event at 1:15 p.m. Monday.
