FRISCO, Texas -- A North Texas city has approved a guaranteed maximum price of $252.5 million for an indoor stadium, fields and event center at a new training site for the Dallas Cowboys.

The Frisco City Council on Tuesday night approved the figure for the publicly owned facilities at The Star in Frisco, which is slated to open next year.

The Dallas Morning News reported the deal also involves the Frisco Independent School District. The city and the school district contributed $90 million. The Cowboys have provided the remaining cost of more than $162 million.

The Cowboys and high school teams will use the same indoor field.

Frisco is about 20 miles northeast of the NFL team's current practice facility in Irving. The Cowboys play at AT&T Stadium in Arlington.

Standoff continues

NEW YORK -- A federal judge has all but warned the NFL that he can erase New England Patriots quarterback Tom Brady's four-game suspension if it fails to negotiate a deal in the "Deflategate" case.

Judge Richard Berman in Manhattan on Wednesday cited legal precedent for overturning the kind of penalty the NFL imposed on Brady during oral arguments by lawyers in the case.

Berman cited at least three legal issues that could result in a ruling against the NFL, including that an arbitration must be fair.

The suspension was upheld by NFL Commissioner Roger Goodell last month after he concluded Brady conspired with Patriots equipment employees to deflate footballs before New England crushed the Indianapolis Colts in January's AFC championship game.

Berman says he hopes to rule by Sept. 4 if there is no negotiated deal before then.

PACKERS

Tackle out for week

GREEN BAY, Wis. -- Left tackle David Bakhtiari likely will miss the rest of the Green Bay Packers practice this week because of knee soreness.

The team hasn't offered details on the injury to the third-year veteran who protects MVP quarterback Aaron Rodgers' blind side.

Coach Mike McCarthy said before practice Wednesday that Bakhtiari was on a treatment program that would "pretty much" keep him out the rest of the week. He added it would be a stretch for Bakhtiari to play in the preseason game on Sunday in Pittsburgh.

Don Barclay will work at left tackle with Bakhtiari sidelined.

McCarthy also said Clay Matthews would miss practice because of an elbow issue, but the linebacker came out for the start of practice in pads later Wednesday and stretched with the team.

DOLPHINS

Safety tears ACL again

SPARTANBURG, S.C. -- A person familiar with the situation says Miami Dolphins safety Louis Delmas has again torn the ACL in his right knee during a scrimmage with the Carolina Panthers, which will likely sideline him for the season.

The person confirmed the severity of the injury to The Associated Press on condition of anonymity because it hadn't been announced publicly. Delmas was carted off the practice field Wednesday after injuring the same ACL he tore last December against the Baltimore Ravens.

The latest injury occurred during the first of two days of scrimmages against the Panthers at Wofford College. It came moments after Panthers wide receiver Kelvin Benjamin was carted off the field with a leg injury.

JETS

QB Flynn added

FLORHAM PARK, N.J. -- The New York Jets have signed veteran quarterback Matt Flynn, adding depth to the position with Geno Smith sidelined six to 10 weeks with a broken jaw.

Flynn took a physical with the Jets last Friday, but didn't work out for the team. Flynn, 30, who was dealing with a hamstring issue, was released by New England last week.

The Jets announced the signing Wednesday, a day after General Manager Mike Maccagnan said the team would look into acquiring a veteran to back up starter Ryan Fitzpatrick. Smith was injured last week when then-teammate Ikemefuna Enemkpali punched him in the locker room.

Flynn has also been with Green Bay (twice), Seattle, Oakland and Buffalo.

To make room, the Jets waived wide receiver Arthur Williams.

GIANTS

Manning: Riches not goal

EAST RUTHERFORD, N.J. -- Eli Manning didn't ask the New York Giants to make him the NFL's highest-paid quarterback.

A perplexed and slightly miffed Manning on Wednesday shot down a report that he wants to be the league's top-paid quarterback, insisting that was not the goal in contract talks.

The two-time Super Bowl MVP is in the final year of a contract that will pay him a $17 million base salary. His agent, Tom Condon, has been negotiating a new deal, but the two sides are not close to an agreement, Giants co-owner John Mara said Monday.

Manning insisted neither he nor Condon told the Giants to make him the highest-paid quarterback.

Aaron Rodgers of the Packers has that distinction, earning a $22 million salary entering this season.

FALCONS

Top RBs a week out

FLOWERY BRANCH, Ga. -- The Atlanta Falcons could be another week away from seeing their top running backs play in a preseason game.

Devonta Freeman and rookie Tevin Coleman missed last week's victory over Tennessee with hamstring injuries and may not play in Friday night's preseason game at the New York Jets.

Coach Dan Quinn said Wednesday he wants to see the two run in today's practice and in pregame warmups Friday before deciding if they will play. Running back Antone Smith, who also has a hamstring injury, isn't expected to play. Coleman and Freeman were hurt in back-to-back practices on Aug. 5 and Aug. 6. Wednesday marked two weeks since Coleman's injury.

Defensive tackle Ra'Shede Hageman, who suffered a concussion on Tuesday, and safety William Moore, who has a calf strain, are expected to miss the game.
