Hutchinson selects designee to Delta board

WASHINGTON -- Gov. Asa Hutchinson has selected Rural Services Director Amy Fecher as his designee and alternate to the Delta Regional Authority board of governors.

Fecher's role will be to represent Hutchinson at authority meetings, interact with the agency's staff and leadership, and advise the authority on state needs and investments.

Hutchinson appointed Fecher to lead Rural Services earlier this month. Hutchinson spokesman J.R. Davis said Fecher will hold both positions. The board of governors position is unpaid.

The eight governors on the board can select a designee and an alternate to act on their behalf. Arkansas has traditionally chosen to have one person fill both roles, Delta Regional Authority spokesman Spencer Lucker said.

Former Gov. Mike Beebe's designee, Steve Jones, resigned from the board in the fall after pleading guilty to a federal bribery charge related to his time as deputy director of the Arkansas Department of Human Services. Beebe picked longtime employee John Moran to fill the position until Hutchinson selected a designee.

The Delta Regional Authority is a federal-state partnership congressionally mandated to help create jobs and build communities through economic development in the Delta. The board of governors next meets in late February in Washington.
