HEBER SPRINGS -- Chancellor George T. Humphries of this district during the last 12 years of his official career has granted 4,186 divorces, 2,342 of them to negroes. He granted 50 in Heber Springs this week. His reputation as "a divorce judge" has so spread that almost daily he receives letters from persons who have grown tired of wedded bliss and wish to become free once more, asking him for advice as to what course they should pursue.

• North Little Rock School Board's committee for education has appointed 71 members to six subcommittees tied to an optimistic attitude that school problems and board public relations can now be handled more efficiently than in the past. Each group is composed of members whose choice for subcommittee work indicated they would want to cope with problems their subcommittee will eventually face.

• North Little Rock High School students will cheer for the Charging Cats at athletic events next fall. It's a mascot that will incorporate the mascots of both existing high schools in North Little Rock. The selection of a mascot for a new combined high school has sparked the fiercest debate of the controversial reorganization of North Little Rock School secondary schools announced two years ago.

• Since just before Thanksgiving, the tiny Clark County town of Caddo Valley has seen its former clerk-treasurer convicted of theft, lost its police department twice -- only to get it back each time -- and had its mayor resign. All of which helps explain why Byron Eubanks has gathered petitions to consolidate Caddo Valley with Arkadelphia. While many of Caddo Valley's 563 residents favored uniting with the neighboring city of 10,912 before recent events, Eubanks thinks the chaos in his town has made their number a majority. "Those turn of events more or less raised a window of opportunity," he said. A simmering issue began to boil over Nov. 18 when the Caddo Valley City Council voted to do away with its five man Police Department. In doing so, it sliced more than $120,000 from the town's budget but also fomented dissent among many in the city, nearly 100 of whom descended on City Hall to protest.
