According to police spokesman Lt. Steve McClanahan, Buckner was sitting in an unmarked police vehicle in the 400 block of West Capitol Avenue about 11:45 a.m. waiting for a lunch meeting. Buckner heard a woman scream and saw a man running. The woman said the man stole her cellphone.

Buckner, who was not in uniform, followed the man and arrested him near Fourth and Louisiana streets without incident, McClanahan said.

Carl Dotson, 33, whose listed address is 108 Park Place in North Little Rock, was charged with robbery and theft of property, according to the Pulaski County jail roster. He was being held in the jail Thursday night in lieu of a $16,000 bond.

Man said to break into house twice

Jacksonville police arrested a man early Thursday morning and charged him with breaking into a house twice in less than 24 hours.

Demarcus Lamont King, 30, of 917 Jamison Ave. in North Little Rock, was arrested at 3:29 a.m. Thursday at 1813 Airborn Drive in Jacksonville, according to an arrest report.

Police responded to a residential burglary at the home and met with Lakina Ellis, who said King entered the house without her permission.

King was still at the residence and police noticed damage to the front door's weather stripping as if someone had attempted to pry the door open, police reported. A J.C. Penney card at the back door was also found, which police said was consistent with someone attempting to use it to open the door. King also possessed a screwdriver.

Ellis said she had a security bar against the back door to prevent entry, and said she woke up with King standing at her door with the security bar in his hand, police reported. Ellis said King told her, "You think you can keep me out with this?"

King was arrested and charged with residential burglary, criminal mischief, harassment and criminal trespass.

King was also charged with residential burglary and theft of property for breaking into the same residence Wednesday and stealing a kitchen table and six chairs, police said.

He was no longer listed on the Pulaski County jail roster Thursday evening.
