Capt. Scott Adams, commander of the Blytheville Police Department's Criminal Investigation Division, said Treyon Peel, 20, turned himself in at the Police Department about 3:15 p.m. He will be arraigned in Blytheville District Court, Adams said.

Police said Peel fatally shot Smith, 21, of Blytheville in the chest about 5:15 p.m. May 12 while Smith was in his car in west Blytheville.

Adams said Smith drove a few blocks before his vehicle struck a utility pole at 16th and West Rose streets and stopped in a vacant lot near the True Gospel Missionary Baptist Church.

Medical personnel took Smith to Great River Medical Center in Blytheville, where he died.
