Man arrested in Pulaski County arson, assault

A Pulaski County man was arrested Monday night after arguing with a neighbor and purportedly throwing a Molotov cocktail into his home, authorities say.

Deputies were dispatched to a home in the 8200 block of Reggie Lane in North Little Rock about 8:30 p.m. for a dispute, according to a Pulaski County sheriff's office report.

Homeowner Randall Rinehart, 48, told authorities his neighbor Terry L. Shelton Jr., 35, shot Rinehart's dog Friday when the dog entered Shelton's yard and chased his pet turkey. Shelton came to Rinehart's house to discuss the shooting Monday night when Shelton "became very angry" and said he had "a ton of weapons" and "would shoot anyone or anything anytime he feels like it," the report states.

Rinehart told deputies he felt like Shelton "was very unstable" and was "afraid for the safety of his family and the safety of the community."

Deputies were again called to the residence for possible arson about 10:30 p.m. Monday, authorities said. Rinehart, his wife and child were in the home when Rinehart said he heard a window break and discovered a glass bottle that had spread a burning liquid inside and outside his residence, the report states.

Rinehart told deputies he heard a gunshot come from Shelton's property after he discovered the fire. The homeowner put out the fire but told deputies he would not leave his residence because he feared "he would be ambushed and shot once he stepped outside."

Deputies used a thermal scanner and found Shelton lying in the woods about 100 feet from Rinehart's broken window, the report states.

After the fire, Rinehart showed deputies a text message he had received from Shelton asking why "police" were at his home about 8:30 p.m.

Shelton's aunt told deputies that her nephew had contacted her earlier in the evening and asked to spend the night at her home because "he didn't want to [do] anything crazy" but stopped responding to her text messages later that night.

Shelton was arrested and charged with three counts of aggravated assault, arson of $100,000 or more and first-degree endangering the welfare of a minor. He is being held in the Pulaski County jail in lieu of $50,000 bond.
