Charles Pegues, 49, of 3012 W. 12th St., was taken into custody around 2:30 p.m. at his residence, police said.

Officers responded at 10:52 a.m. to a disturbance call at Pegues' address between Johnson and South Booker streets, police reported. A 911 caller told police that Pegues was causing a disturbance, and a responding officer noticed Pegues "acting erratically" before Pegues ran into his apartment building and closed the door.

Refusing to answer the door when officers attempted contact, Pegues started breaking out windows and yelling obscenities at officers, police said. He then stated he was locked and loaded and ready to shoot officers before throwing objects out the windows. During the confrontation, Pegues also claimed to be an ex-Navy SEAL.

Officers again tried to reach Pegues but heard the sound of a gun racking, police reported.

Special Weapons and Tactics officers were dispatched to the two-story building, and several streets were cordoned off. South of the residence, police parked a mobile command center. To the north, two camouflaged officers with sniper rifles crouched behind plywood and brush and watched the back of the home.

Officers spoke to Pegues through a loudspeaker, commanding him to leave the home and surrender several times, police said. After a warning, officers broke windows and fired gas into the house.

An ambulance pulled up minutes later, and SWAT officers walked a handcuffed Pegues out of the home.

Pegues was transported to UAMS Medical Center, police reported.

As of Friday night, no formal charges had been filed against Pegues.

A man was arrested Friday morning and charged with first-degree battery over a shooting at a Little Rock Waffle House earlier in the day, police said.

Jamarcus Hughes, 22, of 31 Nandina Circle Apartment 9 in Little Rock was arrested at 11 a.m. Friday at Stagecoach and Crystal Valley roads, according to a police report.

Officers responded to the Waffle House at 4200 S. University Ave. at 4:15 a.m. Friday where they found Cledia Graves, 29, of Marvell, police reported. Graves had been shot in the left side of his abdomen and was taken to UAMS Medical Center.

Hughes, also charged with possession of Xanax, possession of cocaine and simultaneous possession of drugs and firearms, was being held in the Pulaski County jail Friday night with no bail set.

He also was charged with rape Friday. A police spokesman had no details about that charge, other than that it was not connected to the shooting.
