2 open-record exemption bills advance

The Arkansas Senate voted Monday for two bills creating exemptions to the Arkansas Freedom of Information Act.

In a 25-3 vote, the Senate concurred with a House-approved amendment to Senate Bill 999 by Sen. Bruce Maloch, D-Magnolia, and sent the bill to Republican Gov. Asa Hutchinson.

The bill would exempt from public disclosure "all working papers" gathered in preparation of an audit report by auditors employed by or on behalf of a governing board of a state higher education institution until the report has been presented to the board.

In a 34-0 vote, the Senate sent to the House SB615 by Sen. Gary Stubblefield, R-Branch, which would exempt from public disclosure an emergency or security plan of a public school or public charter school; the number of licensed security guards, school resource officers or other security personnel at the school and their personal information; and any information at the Arkansas State Police about these employees.

The bill also would exempt from public disclosure any emergency or security plan for a postsecondary institution.
