Parole Board recommends commutation for killer

LITTLE ROCK — The Arkansas Parole Board is recommending commutation of the life sentence given to a man convicted of killing his 18-month-old stepson.

The board's recommendation released Tuesday is for 50-year-old Scott Porter. The recommendation goes to the governor.

Porter was convicted in Logan County of killing 18-month-old Keith Richardson in 1989. Doctors and the state medical examiner testified that the child had bruises to his head, neck and chest that were consistent with the boy having been shaken.

Porter said he had found the child on his back in a woodpile with a log on his chest.

The Parole Board recommended against commuting the sentence of convicted killer Reggie Clark.
