FAYETTEVILLE -- With delegates arriving on every train and all preparations completed, the eighteenth annual convention of the Arkansas Federation of Women's Clubs promises to open with a large attendance tomorrow afternoon. More than 100 delegates arrived during the day and have been taken in charge by the local committees.

May 4, 1965

• The Arkansas County Judges Association laid claim to 15 per cent of the highway fund Monday before a joint meeting of two Legislative Council committees. To do this they would junk Act 137 of 1965 which has been in effect barely two months. This would increase the counties' turnback about $2 million a year. Neither the Arkansas Municipal League nor the state Highway Commission, whose representatives were present, would agree to the change.

• Captain Sparkle -- the new mascot for the Keep Arkansas Beautiful Commission -- was introduced at a state Capitol news conference Thursday. In a contest sponsored by the commission, a costume design by Gabriel Vaughan, a senior at Marion High School, was chosen for Captain Sparkle. The mascot will be used in anti-litter education programs.

• The Little Rock Board of Directors on Tuesday overturned a Planning Commission ruling that would have allowed a Hispanic-oriented club to open in southwest Little Rock. The board voted 7-4 to rescind a conditional use permit issued to Jose's Nite Club Latino, off Interstate 30 near University Avenue. Board members who voted against the club said that traffic and noise caused by patrons would disturb nearby apartment complexes. "I'm often asked if I would like something in my backyard," said Vice Mayor Barbara Graves, who "reluctantly" voted to rescind the club's permit. "My concern is the number of vehicles. Cars at 2 a.m. that close to my backyard would be the issue." But attorney Dickson Flake, who represents club owner Jose Contreras, said the board heard many misconceptions about Hispanics. "The stereotyping we've heard -- I think we should all be ashamed," Flake said, referring to one resident's comment that the club would attract single Hispanic men and, in turn, prostitutes. The club would have been open only on weekends -- until 2 a.m. on Friday and Saturday and 10 p.m. on Sunday.
