Delaware to extradite man accused of 1967 slaying in Arkansas

Delaware will extradite the 68-year-old suspect in the 1967 death of a North Little Rock man after eight months of court battles, the Jackson County sheriff's office said Friday.

James Leon Clay and his lawyers wanted to keep Clay in Delaware, where he was arrested in March after police say he admitted to a former inmate that he killed James Ricks, 27, in a rural area near Newport.

Clay faces first-degree murder and kidnapping charges in Arkansas.

According to the Arkansas Democrat-Gazette, Clay challenged an affidavit stating that he told the inmate if charged in Arkansas, he would "have gotten the death penalty because Arkansas kills a lot of people."

The Delaware Supreme Court denied an appeal by Clay's lawyers last week saying the affidavit and other court documents were invalid because they were not properly signed, according to a release by the sheriff's office.

The release says Clay has been picked up in Delaware and is expected to arrive at the Jackson County jail Sunday.

Clay will face arraignment Monday afternoon before Newport District Judge Barbara Griffin, according to the release.
