HOT SPRINGS -- A Garland County courthouse usually characterized by bailiffs, inmates and the serious formality of legal proceedings was transformed Saturday with balloons, cookies and gifts for an adoption celebration. A baby and two teenagers officially joined their new families during the adoption hearings that took place at the Garland County Courts Building in conjunction with National Adoption Day. About 50 people attended the second annual event that was sponsored by the Garland County office of the Arkansas Department of Health and Human Services and the Court Appointed Special Advocates. In Arkansas, 420 children are available for adoption out of about 3,500 children in foster care. Last year, 286 children were adopted.
