Springdale commission approves plan for Captain D's

SPRINGDALE -- People in Northwest Arkansas will be able to eat at a Captain D's in the future.

Springdale Planning Commission approved a development plan for a Captain D's at Tuesday's Planning Commission meeting. There isn't an Captain D's location in Northwest Arkansas any more after one on Sunset Avenue closed many years ago.

Springdale’s Planning Commission met Tuesday and approved:

• Development plan for El Centro Cristiano Hispano at 1751 N. 56th St.

• Development plan for Acme Brick on 45th Street just north of Wagon Wheel Road and just east of Interstate 49.

The Planning Commission forwarded the following to the City Council:

• Rezoning 2.7 acres east of the Wagon Wheel Road and Arrowhead Cove intersection from agricultural district to low density multi-family residential district. Duplex development is planned for the property.

• Rezoning 1751 N. 56th St. from agricultural district and low/medium density single family residential district to institutional district.

The plan shows the Captain D's will be at 909 S. Thompson St., which is on the east side of South Thompson Street between West Velma Avenue and Eicher Avenue. The building is planned to be 2,781 square feet.

The plan shows one driveway off Eicher Avenue, one off West Velma Avenue and two off South Thompson Street. It also shows concrete sidewalks on three sides of the property and a total of 33 parking spaces. Planned landscaping for the property includes Bermuda sod, trees and shrubs.

Smitco Eateries owns the property, according to online property records from the Washington County Assessor's Office. The online property records state the property is 0.91 acres, while the plan states that it's 0.85 acres.

Tom Oppenheim, project manager with CEI Engineering Associates, said he doesn't know when the restaurant will open. He said his best guess is construction will begin in October. The location will first need to be rezoned, and multiple permits are needed.

Patsy Christie, city director of planning and community development, said the property will need to be rezoned from general commercial district to thoroughfare commercial district. A thoroughfare commercial district is needed for the property to have a drive-thru.

The property was formerly a fuel station, Oppenheim said. The previous owner was Quad LLC, according to a warranty deed. The warranty deed, which describes Quad as the grantor and Smitco Eaterie as the grantee, was recorded in Washington County on Aug. 14.

Christie said redevelopment can increase property value. She said she thinks it will do just that on this property.

Jerry Davis owns 906 and 908 Young St, which back up to the property Captain D's will be built on. He attended Tuesday's meeting and said he's concerned about lighting.

Christie said the lighting must be contained on the property.

Davis said he doesn't want his tenants to move out.

Other properties on Thompson Street in Springdale have also recently had construction.

The Sonic Drive-In at 1306 S. Thompson Street built a new building with a drive-thru, because the old building didn't have one. That was completed earlier this year, Christie said.

There is a CVS Pharmacy at 2001 S. Thompson St. Christie said construction was completed on that location earlier this year.
