• Commissioner W.B. Owen of the State Highway Department yesterday said that the $1,500,000 which is required of Arkansas in order to secure a similar sum from the government for road building authorized by the federal aid road law, may be raised without taking any money from the state's general revenue fund; or without increase in present tax rates. Under the federal act $82,000 is available for Arkansas road work and will be available until June 30, 1917.

PINE BLUFF -- Governor-elect Winthrop Rockefeller told south Arkansas legislators here Thursday night that the Republican Party chairman in each county would have the first say about appointments to state jobs. Because of engine trouble on his plane Rockefeller arrived about 2½ hours late for a dinner meeting at the Pine Bluff Country Club with the South Arkansas Legislative Association and about 100 other political and civic leaders.

• People wanting to dispose of used motor oil often face a hard choice between contaminating the water or contributing to toxic lead in the air. The dilemma is that lead, found in used motor oil, is toxic and is known to cause brain damage and neurological disorders. In October, Dr. Louis Sullivan, Health and Human Services secretary, called lead "the No. 1 environmental threat to the health of children in the United States." Exxon U.S.A. announced last week that its national program to collect and recycle oil is now available in Little Rock.

• Police arrested a 20-year-old Little Rock man Thursday after receiving a tip that he was bragging about robbing a Metropolitan National Bank branch in November and after his girlfriend told investigators that he had pulled off the heist. Earnest Chambliss, of 5308 Wycliffe Dr., was arrested on two counts of aggravated robbery, two counts of theft of property, and one count of obstructing government operations that claim he held up two bank branches then lied to investigators about his identity, according to court filings. Chambliss is accused of being one of two men who police say robbed a Metropolitan branch at 6712 Base Line Road on Nov. 20, and another at 5601 S. University on Nov. 22.
