State treasurer to pay fine for campaign finance reporting violations

State Treasurer Dennis Milligan has agreed to pay a $400 fine for four violations of campaign finance reporting laws in a settlement with the Arkansas Ethics Commission.

The Benton Republican acknowledged that he failed to provide information required under state law including in-kind contributions for graphic design provided by his son-in-law at Milligan's Water Treatment Services and in-kind contributions provided by an employee's company for video editing service.

The settlement resulted from a wide-ranging ethics complaint filed by attorney and blogger Matt Campbell of Little Rock in August.

Milligan said he's taking responsibility for four "technical errors" and wished his former campaign volunteers would have reported this information correctly the first time in his campaign finance report.

But he said "this frivolous ethics complaint" has cost him tends of thousands of dollars and he blasted Campbell for filing the complaint.
