Man slain by chief a Spa City parolee

HOT SPRINGS -- Garland County Sheriff Mike McCormick on Thursday said the man killed Wednesday after exchanging gunfire with the Mountain Pine police chief was a parolee with a criminal history dating to 1993.

Scott Francis Scanlon, 52, of Hot Springs died in the shootout in the 2900 block of Little Blakely Creek Road near Jessieville. Mountain Pine Police Chief Chad King of Jessieville, also a Garland County sheriff's deputy, was shot three times while investigating a trespassing report.

King, 46, was treated at CHI St. Vincent Hot Springs and released Thursday afternoon.

Scanlon was released from an Arkansas prison Aug. 30, 2007, and was to be on parole until May 5, 2021, according to Dina Tyler, deputy director of communications and public affairs at Arkansas Community Correction.

Scanlon's criminal history dates to 1993, according to court records.

He was convicted of shooting with intent to kill in June 1993 and served his sentence at the Oklahoma Department of Corrections before being transferred to the Arkansas Department of Correction in 2000.

A year later, Scanlon appeared in Fort Smith District Court on charges of aggravated robbery, three counts of criminal attempt to commit capital murder and theft of property.

While awaiting trial, Scanlon escaped from the Sebastian County jail and was found two days later in Kansas.

During his sentence at the Diagnostic Unit of the Arkansas Department of Correction facility in Pine Bluff, Scanlon filed a federal lawsuit against Dr. Roland Anderson, regional director of Correctional Medical Services, Dr. Robin Hickerson, Arkansas Department of Correction, and Dr. Solomon Mogbo, Correctional Medical Services.

Scanlon said he was diagnosed by two doctors with dysautonomia -- a medical condition that targets the autonomic nervous system -- during his incarceration in Oklahoma but claimed that he had difficulty seeing a physician while at the Arkansas Department of Correction.

His appeal was denied.
