Woman charged in teen's 3 pregnancies

HELENA-WEST HELENA -- Authorities charged a woman with three counts of permitting abuse of a minor after a police investigation revealed a 15-year-old girl was the victim of three sexual assaults that resulted in pregnancies.

Police Chief Virgil Green said Christinia Fulmer, 36, also faces charges of endangering the welfare of an incompetent person and contributing to the delinquency of a minor.

Fulmer was being held in the Monroe County jail in lieu of a $101,000 bond.

Police found the girl when conducting a raid on a Helena-West Helena home in April after receiving a call about gang activity at the residence, Green said.

An investigation revealed the girl, who lived in the raided home, was pregnant and had two other children, the chief said. She had since given birth to a daughter, he said. She also has a 2-year-old daughter and a 1-year-old daughter.

Police arrested William Watson, 44, of Helena-West Helena on July 24 and charged him with rape after a DNA test revealed he was the father of one of the girl's daughters. Green said investigators have conducted DNA tests on the girl's other daughters to determine if Watson is the father.

Watson did repair work at the home where the girl lived, Green said.

Watson is a Level 2 sex offender, according to the Arkansas Crime Information Center's sex-offender website. A Level 2 offender is considered to be a "moderate risk."
