Circuit clerk pleads not guilty to contempt charge before Arkansas high court

LITTLE ROCK — Lincoln County Circuit Clerk Cindy Glover has pleaded not guilty to a contempt charge before the Arkansas Supreme Court.

The court had ordered Glover to appear Thursday and explain why she should not be charged with contempt for a filing issue with an inmate's legal appeal. The inmate's request to waive the filing fee was denied, but because no fee was paid, the documents needed to appeal that denial were never filed.

The court ordered the clerk's office to mark the documents "filed" and pass them along. They were instead marked "received," which further delayed the process.

County attorney Phillip Green told the court that he could explain the issue but was told he would have to make his argument before a special appointed judge at a contempt hearing.
