LITTLE ROCK — Arkansas has released details of its plan to add new restrictions to the state's hybrid Medicaid expansion and is beginning to gather public comments before the proposal is submitted to the federal government.
The state Department of Human Services on Wednesday released its waiver for changes to the program, which uses federal funds to purchase private insurance for the poor. Lawmakers last month voted to keep the program and add the restrictions, but the changes must be approved by the federal government.
The changes include a requirement that some beneficiaries pay a premium and mandating that participants with no income be referred to job training and placement programs. The state is holding two hearings before the public comment period ends June 17.
