Neal, who had 15 carries, scored on a 55-yard run for a 7-0 lead and had Newport's final touchdown with a 39-yard run in the game's final minute.
Jerry Ellis rushed for 106 yards on 19 carries and scored on an 8-yard run in the second period.
Joe Brodus ran 4 yards for Newport's other score.
Walnut Ridge's touchdown came in the third quarter on a 4-yard run by Luke Harper.
