Hall scored first on a 45-yard run by Donte Green for a 6-0 first-quarter lead.
Blair connected with Jyrimee Thompson for touchdown passes of 18 and 22 yards to bring Pine Bluff back and give the Zebras a 16-6 halftime lead.
Blair ran 28 yards on a quarterback keeper for his first rushing score. He followed that with a 5-yard touchdown run on the Zebras' next possession.
Dalvin Smith scored on a 10-yard run for another Pine Bluff touchdown.
