VAN BUREN -- Constable Edward Winfrey of Van Buren township and his chief deputy, Addis Ben Bryan, were found guilty of introducing liquor by a jury in Circuit Court here this afternoon, and each was fined $150. Thomas Oliver of the night police force, indicted and tried jointly with the two constables, was acquitted. Following the indictment a week ago Winfrey and his deputy were removed from office. Constable Winfrey was arrested upon his arrival in Van Buren with two suit cases containing 20 quarts of liquor.

• A master plan for a $6.5 million state park at DeGray Reservoir near Arkadelphia was outlined to the Publicity and Parks Commission Friday. Sam Huddleston of Denver, a park planning consultant working with Ginocchio, Cromwell, Carter, and Neyland, Little Rock architects, devised the plan. It includes a hotel complex with a restaurant, convention hall or auditorium nearby, a swimming pool, marinas, beaches and swimming areas, riding and hiking trails, an 18-hole golf course, secluded lodges on an island, a wildlife preservation area, and picnic areas and other recreational areas.

• Little Rock added to its record this year in homicides Tuesday afternoon, and -- as is becoming more common -- the victim was a teenager. Lewis Lawrence Allen II, 14, of 1915 W. Second St., Apartment 1, an eighth-grade pupil at Dunbar Junior High School, was shot in the chest about 4:35 p.m. after an argument with a man in The Meat Store, 222 Wright Ave., police said. A capital murder warrant was issued late Tuesday night charging Terry Tyrone Swanigan, 18, of 1829 Dennison St. and 6510 Mabelvale Cutoff, Apartment R-21, in the death.

FORT SMITH -- "Caddy," big and pink and able to turn on a dime, performed about as well as its makers hoped. The robot, made of sheet metal, plywood, a few small motors and not much else, scooped up plastic bottles and deposited them in a box, just as was required Saturday at the 2007 Frontier Trails BEST Championship at the University of Arkansas at Fort Smith. Caddy was one of 34 robots entered by junior high and high school students in Arkansas and other states that competed for top billing at the Stubblefield Center. This was the fourth time the campus hosted the regional championship.
