CONSTRUCTION

Mike Meadors joined Nabholz as executive vice president of preconstruction for the company's central Arkansas locations. He fills the role left by Michael Parker, who has been promoted to president of Nabholz Specialty Services. Parker now will lead two specialty groups, Nabholz Environmental Services and Entegrity Energy Partners LLC.

Central Construction Group announced that Byron Earls has been promoted to chief operating officer.

EDUCATION

Lillie Fears, professor of multimedia journalism production at Arkansas State University in Jonesboro, has been named president of the Southwest Education Council for Education in Journalism and Mass Communication.

INSURANCE

Curtis Barnett has been named president and chief executive officer of Arkansas Blue Cross and Blue Shield.

MEDICAL

Kim Evans has joined the University of Arkansas for Medical Sciences as a senior director of development, and Christy Low has joined UAMS as a director of development, both with the UAMS College of Medicine.

Dr. Ann Layton and Dr. Paul Valentin-Stone have joined the CHI St. Vincent team as providers at the CHI St. Vincent Primary Care Clinic in Jacksonville.

REAL ESTATE

The central Arkansas chapter of the National Association of Residential Property Managers has elected new officers and board members for 2017. They are: Douglas Skipworth, president; Robby Jones, vice president; Betty Fletcher, secretary; Sally Goss, treasurer and communications chairman; Randy Kelderman, membership chairman; Tina Hogan, website coordinator; Anika Dixon, program chairman; Chuck Goss, hospitality chairman; Mike Hoffman, education chairman; Cleo Porter, roster chairman; Jerry Allred, legislative chairman; and Chris Seaton, affiliate liaison.
