MONTICELLO --Accused of a murder committed in Hartshorn, Okla., nine years ago, a 22-year-old negro who says that his name is Walter Marsh, left tonight for Hartshorn in the custody of Special Officer J. A. Johnson of that place, where he will be charged with the murder of a young white boy named Allen, in September, 1907. It is said that Marsh is Morris Hardy, who, when a 16-year-old boy, committed the murder of Allen by mistake, thinking he was another boy who resembled him. Hardy escaped, and, it is said, went to Canada.

• Old age assistance increased from $33.18 a month in 1955-56 to $64.92 in 1965-66 under the administration of Governor Faubus, state Welfare Commissioner A. J. Moss has reported. Moss made the comment in a letter with the Welfare Department's report on the 1965-66 fiscal year. He said that under Mr. Faubus' leadership aid to dependent children went from $55.60 to $71.89, aid to the blind from $39.75 to $72.51 and aid to the partially or totally disabled from $31.46 to $64.74.

• A hearing to discuss proposed city laws that deal with burning hazardous, solid and medical waste is set for 3 p.m. today at Little Rock City Hall. The meeting will revolve around two ordinances, drafted by City Attorney Tom Carpenter, that some activists don't feel go far enough in regulating development of waste incinerators. At least one of those activists was also unhappy Thursday with the one-day notice given for the hearing and the time scheduled. "A public hearing at 3 p.m. is an oxymoron because no one can attend," Charlene Hardcastle said. "If they really want the public to attend a public hearing, they need to hold it at a more convenient time."

• Three Arkansas real-estate heavyweights purchased the Northwest Arkansas Mall in Fayetteville and two out-of-state malls in a deal valued at $400 million. Doyle Rogers of Batesville, John Flake of Little Rock and Sam Mathias of Springdale, together forming Midwest Mall Properties LLC, closed on the deal Friday. The company purchased more than 3 million square feet of retail space from the Macerich Co. of Santa Monica, Calif., which also includes the Crossroads Mall in Oklahoma City, and the Citadel Mall in Colorado Springs, Colo.
