The Republicans introduced a bill in the House in February to eliminate the EPA. HR 861.
I suspect the utility-owned state Department of Environmental Quality knows that if it can stall long enough and the Republicans maintain control long enough, it won't have these troublesome clean air for the citizens problems which are currently under the jurisdiction of the EPA.
