Recall the great Nixon /GOP experiment of block grants that were the conservative Holy Grail, yet state and local politicians excelled in stealing the block grants blind and lining their pockets , but then state and local politicians are often better at corruption than those at the federal level.

Anything to get credit for fulfilling the repeal promise now, while making sure the negative effects do not hit people until after at least one, if not two elections.
