• Pete Flores, U.S. Customs and Border Protection director in San Diego, said drug cartels "try and manipulate anyone" after agents arrested an 81-year-old woman for drug smuggling, saying they found 92 pounds of heroin hidden in her car at the U.S.-Mexico border.

• Michael Douglas, school superintendent in Decatur, Ala., said that with the district issuing Chromebooks to high school students, the use of personal cellphones will be prohibited during class and limited to hallways and during lunch periods.

• John McEvoy, 25, of Cranston, R.I., was charged with resisting arrest and other counts when he fought with officers who responded to reports of a man leading a 17-year-old girl around on a leash as she drank from a vodka bottle.

• Naramalli Sivaprasad, 67, a former actor who is a member of India's Parliament, said he was sending a message when he attended a legislative session dressed like Adolf Hitler, with a toothbrush moustache and wearing a khaki coat with swastika symbols, to demand more development money for his constituents.

• Katuria D'Amato, 52, who accused her neighbors in Lido Beach, N.Y., of reporting her activities back to her estranged husband, former U.S. Sen. Alfonse D'Amato, pleaded innocent to charges she violated a court order directing her to stay away from her neighbors.

• Brian Sebring, 44, of Tampa, Fla., said he "just snapped and let primal rage take over" when, after an online political debate over felon voting rights, he drove to a man's home for a face-to-face argument that ended with the man suffering a gunshot wound and Sebring arrested.

• Miguel Navarro, 24, a roofer from St. Louis, told police he was being teased about not feeling well and thought he had been drugged when he attacked and killed a co-worker in Wisconsin with a circular saw.

• Kevin Billings, 64, of West Valley City, Utah, accused of fatally shooting a city worker, torching her truck and setting his neighbor's house on fire, told witnesses that he was reacting after "years of harassment" over complaints about trash and weeds outside his home, police said.

• Isaac Mettle Jr. of Salisbury, Md., who never complained about having to walk more than 10 miles to work after his scooter broke down about six weeks ago, now has a car donated by local resident Patrick Adkins, who wanted to reward Mettle for his work ethic.
