Spa City officials hire city manager

The Hot Springs Board of Directors has hired interim City Manager Bill Burrough as city manager.

Burrough, 53, the deputy city manager since September 2012, has been filling in since June, when the previous city manager, David Frasher, resigned. It marked the second time Burrough had filled in as the city’s chief executive. Burrough was interim city manager from August 2015 to March 2016 after the death of David Watkins. Burrough was selected Tuesday.

Burrough, who grew up in Hot Springs, started out with the city as its solid waste director, a position he held from June 2002 to September 2012. He worked for BFI Waste Services of Little Rock from June 1994 until June 2002.

The decision to appoint Burrough to the permanent position followed an executive session for performance reviews of Burrough and City Attorney Brian Albright. The board gave Albright a $5,000 bonus.

Burrough said his current salary as deputy city manager is $131,144 and that he has received an additional $2,400 per month since June as compensation for his interim city manager role. The salary will increase to $165,000 on Jan. 1, with an annual $7,800 vehicle allowance and a $100 monthly cellphone allowance, according to the city.
