ROGERS -- Plans for West Village's Phase One were approved by the Planning Commission on Tuesday.
West Village will be a commercial and high-density residential development spanning nearly 16 acres at the northwest corner of the Pauline Whitaker Parkway roundabout.

Rogers’ Planning Commission also approved a Waffle House for 1721 W. Walnut in the highway commercial district. A request by Mill Creek Manor to consider rezoning 3035 W. Green Acres Road from agricultural to residential multifamily was withdrawn shortly before the meeting.

Commercial space will account for about 28,600 square feet, and a total of 296 residential units are planned.
Renderings by Gardner Architects show an assembly of buildings, with several connected in one corner and parking in the center. A boulevard with trees and grassy median surround the development. Other images project glassy storefronts on the bottom level of structures, with apartments and office space on the second and third floors. Another reveals a grassy, park-like courtyard with tables and chairs. A courtyard in the residential area will have a pool, among other things.
A community development staff report concludes Pinnacle Hills Parkway, Pauline Whitaker Parkway and Champions Drive, the streets surrounding what will be West Village, are in good condition and won't require further improvement, as is typically suggested for new developments.
The project proposes reducing travel lanes of each road in the area of the development to account for creating a median, on-street parking and bike lanes. Pinnacle Hills Parkway would be reduced from five to two travel lanes, while Pauline Whitaker will be reduced west-bound travel from two lanes to one and Champions Drive will be reconfigured from a three lane road to a two lane street with a 10 foot sidewalk.
