TEXARKANA -- W. M. Chapman, an Englishman, resident in this country since 1909, yesterday took out his first papers in the federal court. He is a printer and farmer by trade, and lives on a farm which he recently purchased near Red Water. Mr. Chapman is a near relative of Rear Admiral Charles Stevens of the British navy, who, as Captain Stevens of the warship Sydney, sank the famous German pirate raider, Emden, in the Indian Ocean.

RUSSELLVILLE -- Russellville School Superintendent Dr. John L. Vandiver was sent a letter to parents saying that the school system is in financial trouble and desperately needs donations to keep the schools open. "You can see that the history of the school during the past five years is one of deficit spending," Dr. Vandiver said after listing the system's cash balances for the years 1962 through 1967. "The net cash balance changed from a positive $12,541 balance to a negative $146,953 deficit," he said. "This represents a net deficit of $32,298 per year."

WASHINGTON -- Calling on Americans to renew their faith in government and their confidence in one another, Bill Clinton was sworn in as the nation's 42nd president Wednesday, capping a remarkable 15 months in which he rose from a little known governor to the most powerful political figure in the world. Clinton took the oath of office at 11 a.m. CST on Wednesday from William H. Rehnquist, chief justice of the United States, as Clinton's wife, Hillary, and daughter, Chelsea, looked on. Fifteen minutes earlier, Al Gore, of Tennessee was sworn in as vice president.

• As she walked Sunday with thousands of abortion opponents at their annual march in Little Rock, Liz Waddle held a sign with a newspaper clipping listing each of the presidential candidates' positions on the issue. Next to the clipping taped to her sign, she had written a warning: "Clinton vetoed the ban on partial birth abortion. Love the unborn, watch your vote." As they gathered at the state Capitol to mark the anniversary of the U.S. Supreme Court's Roe v. Wade decision that legalized abortions, the protesters at the March for Life emphasized the importance of supporting candidates that oppose abortion.
