• Kristy Livingston, 37, of 339 N. West Ave. No. 111 in Fayetteville was arrested Wednesday in connection with three counts of delivery of a controlled substance, 11 counts of possession of a controlled substance with intent to deliver and possession of drug paraphernalia. Livingston was being held Wednesday in the Washington County Detention Center with no bond set.

• Michael O'Brien Cowan, 42, of 348 Clark St. in Elkins was arrested Tuesday in connection with theft of leased, rented, entrusted personal property. Cowan was being held Wednesday in the Benton County Jail with no bond set.

• Yenni Elizabeth Cruz, 35, of 1760 N. Shamblin Ave., Apt. B in Fayetteville was arrested Tuesday in connection with theft of leased, rented, entrusted personal property. Cruz was being held Wednesday in the Benton County Jail with no bond set.

• David Alan Riley, 30, of 714 University St. in Siloam Springs was arrested Wednesday in connection with breaking or entering and possession of a controlled substance. Riley was being held Wednesday in the Benton County Jail with no bond set.

• Vanessa Osburn, 30, of 21404 Fern Road in Elkins was arrested Tuesday in connection with possession of a controlled substance with intent to deliver and possession of drug paraphernalia. Osburn was being held Wednesday in the Washington County Detention Center with no bond set.

• Bruce Billingsley, 62, of 1507 E. Bowen Blvd. was arrested Tuesday in connection with possession of a controlled substance with intent to deliver. Billingsley was being held Wednesday in the Washington County Detention Center with no bond set.
• Rhiannon Grimwood, 26, of 408 Midland Ave. in Springdale was arrested Tuesday in connection with possession of a controlled substance with intent to deliver. Grimwood was being held Wednesday in the Washington County Detention Center with no bond set.
