Capping judgements was tried in CA & TX, and it was a huge disaster. Insurance rates did NOT go down (insurance companies simply pocketed the savings), bad doctors go unprosecuted (because no layer will take a complex case that'll cost more to prosecute than they can possibly win) who then continue to treat unsuspecting patients, and innocent victims are denied justice.
