This is another Black Eye on the State of Arkansas and the blame keeps getting passed around. It is time to fix the problem. Use some of the Legislature's salary to fix the problems, the money would be better spent than paying the do nothing people in the State House.

and yet these same " troubled youths" are the cause of police called for "riots", "threatening staff"" hitting on each other" " escape attempts"

Yes,yes, put them in " community programs", have them join the Boy Scouts.

What could go wrong ?..............SARC!
