Good for him. Democrats with military backgrounds have done well in Virginia. I hope that he is able to pull off an upset in Georgia.

To be a carpetbagger, you must originally be a yankee. People from Little Rock are not yankees. Also, people move from state to state more than they did previously. Many people are elected to office outside of their native states.
