BANKING

Stephenie A. Cooke has joined HNB Bank as marketing and bank culture director at the Main Branch in Helena-West Helena. HNB Bank is a 78-year-old bank with six branches in Helena-West Helena, Marvell, Marion and Wynne.

EDUCATION

Shawn Higginbotham, associate superintendent of the Lake Hamilton School District in Pearcy, will become superintendent on July 1.

FINANCIAL

Miles Stephens will become president and chief executive officer of Stephens Insurance, LLC, an affiliate of Stephens Inc., an independent, financial services firm, effective June 3. Martin Rhodes, who is currently in that role, will become chairman.

HEALTH

Baptist Health has named Brent Beaulieu as the system's next senior vice president and chief financial officer. Beaulieu succeeds Bob Roberts, who formally retired as the system's chief financial officer Jan. 18. Brock Holman, who joined Baptist Health in 2012 as the leader for a newly created Managed Care/Decision Support Department, replaces Beaulieu as vice president of finance.

Arkansas Surgical Hospital has named Andrew Covington as its chief financial officer. He previously served as director of financial services for the hospital.

HIGHER EDUCATION

The Arkansas Higher Education Coordinating Board has selected new officers for 2019-2020. They are Jim Carr of Searcy as chairman, Al Brodell of Jonesboro as vice chairman and Chris Gilliam of Magnolia as secretary.

The University of Arkansas at Little Rock Foundation Fund Board of Directors has appointed six new members to serve three-year terms: Hunter Babin, owner and founder, Telconnections, Inc.; George Burks, manager of group sales, Arkansas Blue Cross; Troy Duke, president, Capital Bank; Woody Harrelson, president, The Hatcher Agency; Cheryl Shuffield, director of business valuation and litigation support, Frost PLLC; and Michael Williams, key account manager, PepsiCo. Officers for this year are Carlton Billingsley, board chairman; Dr. Marcia Smith, program committee chairman; Sean Glancy, fundraising committee chairman; and Ryan Holder, membership committee chairman.

LAW

Jennifer L. Jones has been named the new membership and meetings coordinator for the Arkansas Bar Association. Jones most recently worked as an event coordinator and sales manager for the Little Rock Convention and Visitor's Bureau.

STATE AGENCIES

Janet Mann, fiscal director for Mississippi Department of Mental Health, will become director of the Division of Medical Services at the Arkansas Department of Human Services beginning Feb. 11. Tami Harlan, the current director of the medical services division, will move to an assistant director position for the Division of Aging, Adult, and Behavioral Health Services over the Adult Protective Services unit.

Bill Holimon has been named director of the Arkansas Natural Heritage Commission, which is part of the Department of Arkansas Heritage. Holimon had been serving as interim director of the Heritage Commission since November, after former director Darrell Bowman left to take a position with the Arkansas Game and Fish Commission.

Laurie Black of Lake Village and Jane Phillips-Jolly of Hot Springs have been elected as officers of the Keep Arkansas Beautiful Commission for 2019. Black will serve as chair, Phillips-Jolly as vice chair. Black represents the state's First Congressional District, and Phillips-Jolly, the Fourth Congressional District. Other Keep Arkansas Beautiful commissioners are Dr. Mark Elrod of Conway (Second Congressional District), Mary Joe Rogers of Stamps (Fourth Congressional District), Brenda Fendley of Marshall (First Congressional District), Mark Simpson of Clarksville (Commissioner-At-Large) and Jeremy Sparks of Conway (Second Congressional District).

UTILITIES

Conway Corp promoted Michael Chapman from assistant director of power supply and major accounts to director of power supply and major accounts. He will oversee the direction of Conway Corp's power supply efforts, manage relationships with major accounts and assist the direction of energy efficiency efforts the company is supporting. Chapman began his career at Conway Corp in 2005 as a land acquisition coordinator.
