Pedestrian struck, killed; man held

A 51-year-old man has been charged with negligent homicide in the death of a pedestrian who was struck Sunday along an Interstate 30 frontage road in Little Rock, state police said.

Raul A. Vicente-Orellana, 51, is accused of striking the pedestrian, James D. Ladd, 67, about 1 p.m. as the man walked on the frontage road near the Otter Creek exit, according to Arkansas State Police spokesman Bill Sadler and information provided in a preliminary crash report.

According to the report, Vicente-Orellana was driving a 2008 Chevrolet west on I-30 when he lost control of his vehicle, striking and killing Ladd.

Troopers described conditions as clear and dry at the time of the crash.

Vicente-Orellana was being held in the Pulaski County jail, where he remained Monday afternoon, according to an online inmate roster.

At least 466 people have died in crashes on Arkansas roads this year, according to preliminary numbers.
