Charlotte (nee Halperin) Collums, 95, recently of Wilmette, Ill. Beloved wife of the late James Newton Collums; loving mother of Dr. Cindy (Richard) Tomkins of Glencoe, Ill.; adored and adoring nana of Judith Tomkins of New York City. Attended Gallaudet College for the Deaf in Washington, D.C. A resident of Little Rock for over 50 years, she was highly esteemed local and national advocate who improved the lives of the profoundly deaf.
