Roy A. Scoggins, 90, formerly of Pine Bluff, died January 13, 2013 at home in Little Rock. Born June 14, 1922 in Gurdon, Arkansas, a son of the late James T. Scoggins and Nobie Stroud Scoggins Mills, he graduated from Gurdon High School in 1941. Graduating from Henderson State Teachers College in 1945 with a BA in Business Education, he earned his MSE Educational Administration from UA-Fayetteville in 1950. He graduated from George Peabody College (Nashville, Tennessee) with an ED.S in Educational Administration in 1960, earning his ED.D in Educational Administration from Peabody in 1962. Dr. Scoggins married Virginia Willoughby and their marriage lasted 59 years until her death in 2008. An educator during his entire lifetime, he taught at Smackover 1946-50, Pine Bluff High School 1950-53, and Joplin (Missouri) High School 1954-58. He was principal of Gabe Meyer School 1958-61 in Pine Bluff and Pine Bluff School District Assistant Superintendent 1962-63. Education Department Chairman at Oklahoma Baptist University 1963-66, Henderson State University Professor of Education 1966-68, Dr. Scoggins returned to Pine Bluff in 1968. He was Pine Bluff School District Deputy Superintendent 1968-71 and Superintendent from 1971 until 1982. He later served as Jefferson County Schools Superintendent for many years and as interim Pine Bluff Schools Superintendent. He was a member of First Baptist Church in Pine Bluff and after moving, of First Baptist Church in Hot Springs. He was a former member of the Pine Bluff Jaycees and Pine Bluff Rotary Club, also serving on the boards of Jenkins Children's Center and Trinity Village. He was named a distinguished alumnus of Henderson State University and received the Lester Silbernagel Award for meritorious service to education. His survivors include two sons, Roy Alfred Scoggins Jr. (Monica) of Ennis, Texas and Clinton Bryan Scoggins (Dori) of Little Rock; three grandchildren, Ann Elizabeth Scoggins, Clinton Parker Scoggins, Patrick Bryan Scoggins; brother, James D. Scoggins of Arkadelphia; and sister, Barbara Mills Stuckey of Little Rock. His daughter, Margaret Ann Scoggins; brother, Ruel P. Scoggins; and sister, Martina Scoggins Oktavec also preceded him in death. Services are Friday, January 18 at 1:30 p.m. at First Baptist Church, Pine Bluff, by Ralph Robinson & Son.
