Bettye Toland Proctor

Mrs. Bettye Toland Proctor, age 83, of Forrest City, died Saturday at the Crestpark Retirement Inn in Forrest City. She had been in poor health for the past three weeks. Mrs. Proctor was born October 7, 1932, in DeWitt, Arkansas, and was the daughter of George Benjamin Toland and Adeline George Toland. She lived in DeWitt and Greenwood, Mississippi, before moving to Forrest City, was a beautician, a former desk sergeant for the Forrest City Police Department, a past employee of the St. Francis County Treasurer's Office, and was a receptionist for the Easley & Houseal Law Firm and the James Miller Law Firm. She was very active in the Democratic Party, the American Legion, and was a member of the First United Methodist Church. Mrs. Proctor married Horace Proctor in 1978, and he preceded her in death in 2015. She is survived by one sister, Billie Ruth Winkler of Pine Bluff, nephew, Jeffrey Marion Winkler, and wife, Pam, of Pine Bluff, five step-children; James R. Proctor of Wynne, and Patricia Proctor Caldwell, of Jonesboro, Craig Proctor of Seattle, Washington, Bobby Morphis of Marion, and Robbie Jo Morphis of Little Rock, two grandchildren and five step-grandchildren. Services for Mrs. Proctor will be held at Stevens Funeral Home Chapel, 10:30 a.m., Thursday. A graveside service will be held 2:30 p.m., Thursday at the DeWitt Cemetery in DeWitt, Arkansas.
