The Pulaski County Quorum Court voted Tuesday night to give county employees and elected officials a onetime, 4 percent bonus despite a plea from three justices of the peace to exclude Quorum Court members from receiving the payment.

Like church on steroids, central Arkansas’ CityFest began with a bang Saturday with about 500 homeless men and women getting hot meals and social services, a minister preaching atop a tractor-trailer, and young people thrashing around in a mosh pit as though hypnotized by the edgy sounding Christian music.
